Why send-time matters
Sending a marketing message while most of a destination's audience is asleep or at work does not just risk one bad reply. Recipients who are annoyed by off-hours texts opt out at a higher rate, and a rising opt-out or complaint rate on a route is one of the signals carriers and filtering systems use to throttle or block a sender going forward. A single well-timed campaign and a single badly-timed one can use identical copy and land completely differently, purely because of when they arrived on the recipient's clock. Getting the local send hour right is a deliverability lever, not a cosmetic one.
DST gotchas: the window shifts twice a year
Most regions that observe daylight saving time change their clocks on two different dates each year, and those dates are rarely the same as the ones your sender timezone uses (if it observes DST at all). That means a fixed-offset assumption - "Germany is always 6 hours ahead of New York" - is only true for part of the year, and it flips at a different moment for each zone pair. This tool never hardcodes an offset. It asks the browser's Intl timezone database for the real, current offset of both zones at the moment you're looking, so the converted window is correct year-round, including during the handful of weeks each spring and fall when one zone has changed and the other hasn't yet.
Split-zone countries: one country, several answers
A handful of large countries span enough longitude to need more than one timezone, so "what time is it in the United States" or "what time is it in Russia" does not have a single answer. The United States, Russia, Brazil and Australia are the biggest examples, and this tool lists their major zones as separate destination rows rather than picking one representative zone and quietly being wrong for the rest of the country. If your destination list is really "US - Eastern" specifically, or Sao Paulo specifically, pick that row; if you're targeting the whole country, add every zone it needs.
Marketing hours vs. OTP delivery
One-time passcodes and other transactional messages are typically expected to arrive immediately regardless of the local hour, since the recipient is actively waiting for them and requested them a moment earlier - that is a different category from scheduled marketing sends, and it is usually treated differently everywhere. This planner is built for the marketing case, where you control the send time and there is no reason not to respect the recipient's local hours. It makes no claim about which category any specific message falls into or what any specific country requires; that determination is yours to make.

It depends on your own timezone and on the date, because both zones can independently observe daylight-saving changes. Does this tool tell me the legal quiet hours for a country?
No. This tool only does timezone math. You set the acceptable local delivery window yourself, and it is your responsibility to check that window against the destination country's own marketing-hours rules, since those vary by country and this tool does not track or assert them.
Why does the United States need four separate rows instead of one?
